Johns Hopkins University Sr. Grants & Contract Analyst in Baltimore, Maryland

The Bloomberg School of Public Health Department of Biostatistics is seeking a Sr. Grants & Contract Analyst . The Sr. Grants & Contract Analyst provides professional-level sponsored funds management for the Department of Biostatistics in the Bloomberg School of Public Health. Performs both pre-award and post-award functions that include proposal preparation and submission, budget development and projections, account reconciliation, billing/invoicing, financial reporting, effort management, account closeout, and ensuring compliance. The selected applicant works independently on a variety of grants/contracts that range from simple to highly complex. This position reports primarily to Grants & Contracts Manager, with joint reporting line to Department Administrator.

Specific Duties & Responsibilities

  • Partners with faculty and the Office of Research Administration on the development of grant application submissions to various federal offices, private agencies/foundations, and commercial companies.

  • Develops detailed proposal budgets and justifications, collects and edits required application documents, interprets program announcement instructions and sponsor policies, and adheres to deadlines.

  • Manages related post-award processes, including award setup, budget distribution, salary and effort allocations, effort reporting, subcontract set-up/invoicing, and monthly account reconciliation.

  • Performs pre/post award tasks for some complex accounts, such as multi-project grants with subaward consortiums.

  • Maintains complex faculty salary/effort allocation sheets, including sponsored salary cap distributions, and submits associated payroll cost transfers.

  • Completes future salary projections to ensure grant coverage and performs monthly control salary reconciliation and clearance.

  • Ensures timely completion of semi-annual effort reporting for faculty cohort.

  • Oversees postdoc and student salary allocations for faculty cohort, in collaboration with Budget Analyst.

  • Ensures timely submission and accurate preparation of financial, progress, and close out reports for sponsors. This includes close monitoring of deficits/surpluses for financial reports, and using specific agency formats for progress reports, such as NIH RPPRs.

  • Prepares non-payroll cost transfers and quarterly service center billing for grant cohort.

  • Maintains current other support pages and bio sketches for faculty.

  • Meets with faculty regularly to review sponsored and discretionary account balance statements/transactions, effort sheets, and discuss future grant or research program plans.

  • Reviews and approves travel reimbursements, bill payment requests, and purchases for both sponsored and non-sponsored accounts, which includes experience with and understanding of JHU, sponsoring agency, OMB Uniform Guidance, and Office of Internal Audit policies.

  • Assists Department Administrator with quarterly sponsored projections and annual departmental budget development.

  • Serves as a liaison between university research units, central offices and funding agencies.

  • Ensures compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc.

  • Attends regular professional development trainings and report findings back to the Department, including trainings/workshops offered by Office of Research Administration; review communications and stay informed on important changes in sponsored research.

  • Offers guidance and learning support to Grants & Contracts Analysts, Specialists and Coordinators within the department. Work as a team player to support the needs of the Department.

Knowledge, Skills & Abilities

  • Knowledge of accounting and budgeting theory and practices required. Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred.

  • Ability to make independent judgments and to act on decisions on a daily basis.

  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.

Minimum Qualifications

  • Bachelor's Degree.

  • Four years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting.

  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Classified Title: Sr. Grants & Contracts Analyst

Role/Level/Range: ATP/04/PD

Starting Salary Range: $62,300 - $109,000 Annually (Commensurate with experience)
