Department Information

The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles to benefit all Coloradans. We do this by developing and implementing highly impactful policies and programs, establishing Colorado as a leading state for climate action.

The Colorado Energy Office will receive a $156 million award from the Environmental Protection Agency through its “Solar for All” competition. The award, which is part of the Inflation Reduction Act Greenhouse Gas Reduction Fund, will support rooftop solar installations and community solar programs for single-family and multifamily housing in low- and moderate-income Colorado communities. This funding will help accelerate widespread adoption of rooftop solar in Colorado, moving Colorado closer to the goal of 100% clean energy by 2040 while improving air quality, lowering energy bills, and increasing energy independence.

The Director of Colorado Solar For All will develop and lead CEO’s Solar for All (COS4A) program. Colorado’s awarded Solar for All proposal is a complex set of program offerings, financial tools, resources including technical assistance and workforce development, and community engagement initiatives. Given the short planning period of six months and overall program period of five years, the director will be required to quickly hire and organize a team of program managers, fiscal and compliance staff, and data analysts, while coordinating closely with other CEO units including the Weatherization Assistance Program, Building Decarbonization, and Communications and Engagement. The director and team will also be required to develop close working relationships with a variety of stakeholders including industry, local governments, utilities, and community-based organizations (CBOs).

The expectations for this program in Colorado and nationally are high, and candidates for this position should have extensive experience managing teams and mentoring supervisors and team members to achieve organizational goals and objectives. Candidates should have experience designing and launching new programming, and given the accelerated nature of the program, experience using data and participant feedback to refine programming for maximum impact. Candidates should also have experience working with a variety of stakeholders and managing competing policy and programmatic objectives. This position will lead a dynamic team, develop and implement a brand new program, track and report and remain in compliance with federal regulations.

Description of Job

Starting Salary Range: $95,000.10 - $130,000.00 Annually

The position is considered hybrid and may conduct work remotely as per the needs of the position and department.

Personnel Management

  • Hire and organize a new team, fostering a collaborative, supportive environment in which employees are valued and effective, and working toward attainment of CEO’s mission and the COS4A program’s goals and objectives.

  • Supervise and mentor team supervisors and other direct reports, support ongoing training and professional development for all team members, and assist in recruitment, hiring, and onboarding of new team members.

  • Assist the team in standing up new program offerings and related resources and activities, working collaboratively to overcome barriers, respond to the changing needs of partners and participants, and refine programs and resources as needed.

  • Take steps to create a culture of performance management, continuous improvement, and operational excellence.

    Programming Planning and Oversight

  • Work closely with team members, other CEO teams, state agencies, and relevant stakeholders to plan for and launch all COS4A programs and support resources and activities including recruitment of an Advisory Committee, procurement and contract administration for program vendors, and formal and informal partner relationships needed for successful implementation.

  • Develop a process to collect quantitative and qualitative data including program feedback, regularly evaluate program outcomes, and modify as needed to ensure programs and support activities and resources help to achieve programmatic goals and remain responsive to the needs of partners and participants.

  • Manage the team’s budget, ensure accurate accounting for projects and programs, and approve program expenditures, contracts, and purchase orders.

  • Ensure program compliance with federal grant requirements including Build America Buy America, Davis-Bacon, and required reporting, Colorado Revised Statutes, CEO policies and procedures, and the Governor’s office employee handbook.

  • On an annual basis, work with the Managing Director for Programs, Deputy Director, and Operations staff to lead the team’s annual planning and budgeting process.

    Collaboration with Other Units and Stakeholders

  • Work closely with directors and staff from Weatherization Assistance Program, Building Decarbonization, Communications and Engagement and others on planning, launch, and continuous improvement of program offerings and support resources and activities.

  • Meet regularly with CEO’s Leadership, including other Directors, to provide input and recommendations on office-wide priorities and opportunities for collaboration.

  • Lead on high profile projects and initiatives including, not not limited to, legislative and regulatory strategies, and as needed testify, write testimony, and serve as an expert witness.

  • Develop and maintain strong stakeholder relationships with industry, local governments, utilities, and CBOs, as well as other state agencies including the PUC, DOLA and CDLE.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • At least 3 years experience managing teams, with experience managing supervisors preferred.

  • At least 5 years of experience developing, managing, and refining programs.

  • Experience in the energy sector.

  • Experience managing consultants and contracts.

  • Excellent people skills and proven success leading a team.

  • Strong time management and organizational skills.

  • Strong written, oral, and presentation communication skills.

    Preferred Qualifications:

  • Experience working with stakeholder groups, including local governments and utilities.

  • Experience working with federal grants is strongly preferred.
