Description
The City of Detroit's Office of Immigration and Migrant Affairs office is currently seeking an Emergency Shelter Basic Needs Case Manager (Administrative Special Services Staff II-Exempt) ARPA.
The Emergency Shelter Basic Needs Case Manager is responsible for supporting the daily, client-facing operations at a City of Detroit partner’s emergency shelter site, providing residential services legal aid assistance.
This role will serve as a screening coordinator–determining prospective clients’ eligibility for basic services, entering data into HMIS, tracking bed vacancies, supporting site managers with client transfer logistics and bed counts, delivering supplies to clients to multiple locations, and responding to service inquiries received via phone call, voicemail, email, and social media chat platforms.
This role will also respond to client questions about their legal cases, enter legal aid data, support the legal aid team with coordinating legal appointments, sort, scan and distribute legal aid mail and other duties as assigned.
Examples of Duties
Screening Coordinator:
Compassionately greet prospective clients arriving at the door or reaching out by phone, email, or social media platform.
Utilize interpretation apps and live interpreters to communicate with people who speak languages other than English.
Administer the pre-qualification assessment to prospective clients to determine their eligibility.
Scan all pertinent client documents and save them as digital files.
Enter data for all prospective and eligible clients into the appropriate databases and online systems.
Transport clients and supplies.
Collaborate and communicate effectively and in a timely manner with staff across several departments as well as with service partners, prospective clients, and others.
Support administrative and program teams, as requested.
Legal Aid Support
Sort and distribute legal aid mail.
Respond to client inquiries via email, phone, and in person.
Visit Freedom House Detroit’s three houses to handle legal aid tasks.
Coordinate transportation and appointments for clients’ legal cases.
Both Roles:
Attend scheduled staff meetings and agency events, as requested
Other duties as assigned.
Minimum Qualifications
Required Work Experience:
Exceptional interpersonal skills.
Experience with task management software applications and Google Apps.
Education/Training:
Associate’s degree or a minimum of 2 years’ experience in social services, customer service, or other relevant ?elds.
Valid Drivers license
Preferred:
Experience working with immigrants and refugee populations.
Bilingual Communication (Spanish, Arabic, French, Bengali
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

Medical Plan Offering for Administrative Special Services Employees
The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
WORKERS COMPENSATION – Covered by applicable laws.
UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.
VACATION – Granted on the following basis:
